ACL & CMS Webinar: Empowering Adults Through Supported Decision Making--The Role of Families, Guardians, Caregivers, and Others in Supporting Individuals Receiving HCBS

ACL and the Centers for Medicare and Medicaid (CMS) are hosting a monthly Webinar series to assist states and stakeholders in developing high quality programs to address social determinants of health (SDOH) and provider capacity building in home- and community-based services (HCBS). The series will focus on best practices in a number of key areas, including person-centered planning, guardianship reform, aligning HCBS policy with SDOH, housing, employment, community inclusion, transportation, and more.

The next training will specifically address delineating between the preferences of individuals receiving HCBS and those of families/guardians. Promising practices in building caregiver networks and coalitions across public-private partnerships will also be discussed. Webinar attendees will hear from the ABA Commission on Law and Aging discussing their report on supported-decision making for individuals across the age spectrum. The Arc will share experiences of that of a policy and advocacy organization, and a provider of services to people with disabilities when there are support-decision making considerations involved. In addition, The Center for Public Representation will focus on the HCBS settings rule in the supported-decision making context. 

The following questions will be addressed:

  1. Who should be included in decisions about the kind of setting a person with HCBS wants to live in?
  2. What are some tools or resources one can use if a guardian or a person with power of attorney starts to face their own health challenges?
  3. How do states that are implementing the settings rule work with beneficiaries to understand what their wants and needs are, particularly if they cannot express it well, and/or if there is a parent or guardian involved?
  4. What are the recent developments in state laws regarding contracts in support-decision making?

There will be ample time for questions and discussion.
